About Us

Stevens County Ambulance Service (SCAS) operations manager is Byron Seggerman, NRP, Byron oversees and manages the daily ambulance operations, staffing, scheduling, personnel, and staff leadership. He joined our management team in 2018. Josh Fischer, NRP, serves as chief financial officer and general manager of the company ambulance operations and educational programs. Together they oversee day to day management, operations, human resources, scheduling, billing, licensing, education, and community activities. His close connection with community agencies and officials provides a well integrated mobile medical system of care with area emergency services and healthcare providers. Josh is a 1997 graduate of MAHS and of the EMT program offered at the high school. Many local college and high school students got their start in EMS from SCAS and some have returned to practice medicine, work on the service, manage, and serve in many ways throught the nation. Randy Fischer, BA, NRP, started working for Stevens County as an EMT in 1978, coming to Morris to attend the University of Minnesota campus in Morris. Randy serves as CEO of the RWF Enterprises Inc and as operations director for Ringdahl EMS - MN & ND Operations with headquarters in Fergus Falls, MN.

SCEMS provides emergency medical and safety education programs to aproximately 3,000 people annually. Community and business classes include our own How To Save A Life (TM) program and basic CPR, AED and first aid certification courses. We also offer healthcare provider advanced level certficiation courses such as Advanced Cardiac Life Support - ACLS and Pediatric Advanced Life Support - PALS for physicians, nurses and paramedics. Jessica Velde, NRP, has continued to serve as our office manager and patient accounts representative, for over 10 years and also as a paramedic and EMS instructor. She oversees electronic patient care reports, billing and accounts questions from patients, assists patients with insurance questions, and oversees our Automatic External Defibrillator (AED) program development for business, schools and private individuals. She can assist you or your company with setup, education, and aquiring an AED at your company location. She can also arrange annual service and maintenance inspections of your AED.

The Stevens County ambulance service works closely with our very important network of area first responder teams in Chokio, Donnelly, Hancock, Cyrus, Herman, Kensington and the entire west central area of Minnesota. These teams are critically important partners in the EMS system and they provide exceptional immediate emergency care. The teams are dependent on volunteers in their community and these volunteers dedicate many hours of time training and responding to emergencies throughout the area. Together our services respond to over 1,000 emergency and non-emergency patient requests each year.

Morris is home to the University of Minnesota - Morris campus and the collaboration between the Stevens County Ambulance and the University for over 35 years has provided UMM students with an opportunity to obtain Emergency Medical Technician certification, work experience, and income opportunities while attending classes at UMM. Typically "pre-med" students were the primary students seeking certification and patient care experience to enhance their applications to medical school, however students seeking many degrees and career paths are understanding the importance of emergency medical certification. These highly motivated university students provide many area healthcare facilities including our ambulance service with a steady resource of personnel to compliment our local community personnel. At last count we have over 100 previous staff members of SCAS who are now medical doctors practicing throughout the United States. They all comment that the experience gained at SCAS provided them a tremendous advantage and perspective when entering medical school and now in their practice. We thank them for their service while in Morris and recognize the important contribution all previous staff members gave to the communities in and around Stevens County while they were here.
